Looking at

it appears that we document CYGVAR_KERNEL_INSTRUMENT_EXTERNAL_BUFFER.

In fact this option is now removed from the config tool
[PR 17838] because we kept getting PRs about it.

Either the docs should be updated to say that this isn't
a publicised option, or the docs should be updated not
to mention the option, or the option should be
reintroduced.

The documentation regarding this option needs to be fixed.  The option 
may be re-introduced at a later stage when we understand better what 
is needed.
