UART

Here are the patches that enable usage of ARM LPC24xx UART, Ethernet and
Wallclock drivers on Cortex-M LPC17XX.
Drivers were tested on LPC-1766-STK 
BUG #1001114 http://bugs.ecos.sourceware.org/show_bug.cgi?id=1001114

For LPC24xx only compilation was tested (they compile with same warnings before
changes were applied). No run-time test was performed due to lack of hardware.
