Proposed patch to make the code compliant to the strict aliasing rules.
The macros CYG_LIBM_HI/LO are fundamentally against the strict aliasing rules.
Therefore, the libm is compiled with -fno-strict-aliasing, but this results
in a slightly less optimal code generation.
This can be improved, if these macros are true functions, using a cast thru
union technique. However some 20 places, where the result of these macros
are on the left hand side of an assignment, must be rewritten too.
