Any progress on this?
It behaves the same on (md5sums): 
899883a1821904915589cb6d94a70247 *configtool.exe
and also 
4ade5c2242d561cca241c6150333b8ef *configtool-100305.exe
with windows 7 64bit OS
and 
CYGWIN_NT-6.1 2.0.3(0.287/5/3) 2015-06-03 13:57 x86_64 Cygwin

Do you have any workarounds or rather clear solution?
