Yes, it is cheched in to our source repository, so it should be available
soon. NB it's not just those two files, some minor kernel changes are also
required, that we happen to have made for EL/IX work.

(see Gary's comment: telnet is a communications mechanism, not an endpoint
per se - what endpoint would you want?)
