As I was discussing with Jonathan privately, I am getting some actual
duplicates as well. They are identical in every way include
date/time/headers/etc. Maybe it's my stupid Outlook filters duplicating
them, who knows.

No.
The person who sent the message probably hit "reply all". The reason for
this is due to religious issues mandating list headers that prevent a
simple "reply" in most common/popular mail software from replying to the
list itself; instead, it would reply to the poster privately. So most of
us
on the list hit "reply all" for convenience and thereby generate two or
more messages.
