The latter. See romboot.S. But it's not been tested with a live platform so
take it with a pinch of salt for now.

In general replacing an existing standard PC BIOS is almost impossible
since so many manufacturers try to do fancy non-standard things. However
things can be different for particular mainboards designed for embedded
use.
