It should already use the whole 16M if it's recognising the flash at all.
The banner RedBoot outputs on startup should indicate what flash it thinks
it has. On a board here it outputs:
FLASH: 0xe0000000 - 0xe1000000, 128 blocks of 0x00020000 bytes each.
which is 16MB.
