No. However according to the RHEPL if you modify an existing port:

"Any Modification which You create or to which You contribute must be made
available in Source Code form under the terms of this License via an
accepted Electronic Distribution Mechanism to anyone to whom you made an
Executable version available and to the Initial Developer" where a
Modification is defined as a change to eCos code and the Initial Developer
would be Red Hat.

But you do not need an assignment. An assignment is only required when
contributing code back to make it available in the main eCos source tree.
