i386 new user

Could someone please help out, I do not have the i386-elf-gcc or other tools
?  Do I need to build it ?

I have downloaded the latest configtool 2.08, I am running on Windows 2000.
Target is a 486-66 PC. Eventual mobile targets: 486, AMD 133, Pentium 166
ranging in RAM from 2 MB -> 32 MB, Compact Flash 4-48MB.
We currently have about 4,000 mobile units installed and running.
We are using DOS, RT-Kernel 16 bit and I would like to provide the company
with an alternative.
