This doesn't seem to change the behavior.  With or without setting the
delta up to 1, the test sometimes runs to completion and sometimes
stalls after the "out of order" problems.

Pretty infrequently.  Usually only once per "round" of tests.  In
other words, once each round of UDP and TCP echo batches.  You can see
yourself in the output log.
