I'm investigating this very problem right now. It's a problem with the
current cygwin DLL. I'll post a response when a fix or cygwin upgrade is
available. For the moment, if you've got an older cygwin DLL, stick to
that.
Or indeed use the 1.3.18-1 DLL you can download by running cygwin's
setup.exe and when you reach the package selection window, select the
"Base" packages, and next to "cygwin" click the little icon which should
eventually switch the version number to 1.3.18-1.
