Since the PC does not have a usable FLASH device there is no point in
including fconfig or any of the fis commands. PC RedBoot is generally
expected to get its IP address via BOOTP. The ping command is
included, but may get disabled if there is no recognised ethernet
device.

As for your ethernet card. It does not appear to be supported for any
platform. If you can find an Intel EtherPro/100 card then that will
work.
