If those listed router components are your requirements, then you'd have to use uClinux unless you wanted to do (or pay for) development work. eCos doesn't have a DHCP server (although porting an existing one shouldn't be difficult), RARP (which very few things use so I doubt you should be bothered), NAT or VPN.
