Why? 

Are you trying to use Cygwin as a cross compiler envirnment? You will
then take the resulting binaries, copy hem to a linux box and then run
them?

Or do you want to run the Linux Synthetic target on top of Cygwin?
This will not work. The Synthetic target uses Linux system calls,
trapping directly into the Linux kernel. Cygwin will not emulate
these.
