But if i make them port redboot into the development board, won't it
cover
the HAL part?  

Making them program the UART should be giving basic idea to them
as to how the driver needs to be written. (enough right?)

All documents will be provided. Regarding board schematics that should
not be a
problem to them because of their graduation background.
