config tool problem

- Subject: [ECOS] config tool problem
We have downloaded and installed ecos ver 2.0. When we try to run the
configuration tool from $ command it show illegal operation and exits
When we run the configtools with windows, it gives a message
The Package does not have valid sub directories.
Can you help us get out of this. What may be possibly wrong?
