Arcom do an ARM based Xscale PXA 255 based board called a Viper that has an optional frame-buffer to VGA adapter (FPIF-CRT).
The board is supplied with Redboot installed and they should supply the full source as well with their development CD.
The adapter uses a three channel DAC to do a crude RGB digital LCD data to VGA conversion, but it works.
Don't expect PC graphics card performance though, only 640x480 resolution and much slower rendering.
