My first line of enquiry would be to attempt to recreate the
"heapgen.tcl: $'\r': command not found" error message from a Cygwin bash
prompt. It should then be possible to work out where the offending CR
char is lurking and why.
Pay particular attention to the mount mode of the filesystem.
