Current standard eCos gnutools 4.3.2 are compatible with Cortex-M4
provided that you are happy with Cortex-M3 instruction set.
If you want to fully utilize Cortex-M4 potential with SIMD (aka DSP) and
Floating point there is a test release od GCC 4.6.2 Instructions for
download and installation you will find here:

Note: This is a test release and may be replaced by a new (test) release
in a short term. Should this happen it will be announced in this mailing
list.
