Works for me:
lunn@londo:~/tmp$ cvs -d :pserver:anoncvs@ecos.sourceware.org:/cvs/ecos login
Logging in to :pserver:anoncvs@ecos.sourceware.org:2401/cvs/ecos
CVS password:
lunn@londo:~/tmp$
Maybe you have a firewall which is blocking access?
