big host-side checkin

As people may have noticed, I have just checked in a fairly big set of
changes to the host-side configury. The fundamental change is to move
some stuff from the top-level host directory into a new acsupport
directory. This makes it easier to have auto-confiscated software in
the packages part of the hierarchy, for example the synthetic target
HAL package can now have a host subdirectory with host-side tools and
support files. I also cleaned up and fixed a few things, nothing
major.
If you do a "configure/make/make install" from the host subdirectory
you will still only build the generic host-side software. If instead
you configure from the toplevel directory then you will also end up
with the per-package host-side software.
I decided against generating patches, because they would be fairly
large and most of the changes were mechanical.
