allow am31_sim target to build


The am31_sim target was not updated after a change to the mn10300
architectural hal a long time ago, and failed to build because of a
missing plf_io.h. Arguably this port is redundant because you can
build for stdeval1 and run the resulting binaries in the architectural
simulator, but making the sim target build again requires only a
trivial fix: the simulator does not actually have any
platform-specific I/O facilities so a dummy plf_io.h suffices. I just
copied the one from stdeval1 and changed one comment line.

For trunk, and approved for the v2 branch by jld.
