Actually, it was Andrew that asked about cvs watch.  I've never used it.

As for the change in behaviour - it's definitely there.  I have a local
copy of the CVS repository (copied via 'rsync').  Up until today (the 
first I noticed), files that I checked out locally have my umask based
permissions (rw-r--r--).  Today, if I check out files, I get r--r--r--,
no matter what.  This also applies to any files updated via 'cvs update'
