Because the Single Unix Specification says they should be there.

You are contradicting yourself here.

The job of POSIX and SUSv2 is exactly that:  to define which APIs from
BSD and SysV should be there on all systems.  If you think you need to
change that, please join the standards bodies.  They will love to hear
your feedback, because that is their job to do.
