But it is not correct. Remove all locale files from /usr/lib/locale and
run the test.
First, the locale data for fa_IR needs to be created. Second, the test
can only run if the locale data is guaranteed to be created. This
usually means adding the test in the localedata subdir, not any other
dir. So, create a standalone test program.
