The ecosconfig 1.3.1.2 is unable to handle the "version" param
with the new command - this is a command line parsing issue.

With no version argument, there is also a problem to detect
the latest revision of templates. This affect not only
ecosconfig but also configtool. But this is can not be observed
with a classic "cvs co" tree.

How-To-Repeat:
When using a cvs repository without "current.ect" or "current"
directories (for instance, to avoid cvs co influence over
existing installed trees), ecosconfig new edb7xxx default is
expected IMO to get the latest configuration. This work for
hardware packages but not for template packages.

Fix:
The command line problem is due to a too-speedy evolution of the
command_index variable in file
host/tools/configtool/standalone/common/ecosconfig.cxx between
version 1.4 and 1.5. The fix is obvious, after analyzing the
diff.

The no-version problem is due to an obscur (to me) behavior
in libcdl. The packages.versions and the templates.versions
are not initialized the same way in host/libcdl/database.cxx

Packages subdirs are sorted with version_cmp(). Templates names
(without .ect) are not sorted and then the first element of the
TCL glob is selected, i.e. it is like an "ls -U" order.

The templates versions should be IMO sorted with version_cmp

I do NOT want to recompile the windows MFC binaries ... As a
 workaround, I just use a small script that recreate the
 template directory with the expected order. piggy but works.
