Although I wasn't intending to touch custom build rules. Just assemble
CYGBLD_GLOBAL_CFLAGS from smaller components. The work in the platform HALs
would be just to leave those architecture/variant/platform specific args
(actually moving them from platform to variant HAL etc. could be done later).
Actually I think a script may be able to munge the platform HALs happily - if it
"just" removes recognised options from a duly renamed CYGBLD_GLOBAL_CFLAGS, then
we'd be left with something much more tractable, with probably only a few
exceptions to be cleaned up.
