a cyrillic serbian locale

Milos Rancic <millosh@ISGF.grf.bg.ac.yu> told me that for Serbian in Serbia,
ca. 60% of the people use the Latin alphabet (ISO-8859-2) and 40% use
the cyrillic alphabet (ISO-8859-5 or CP1251). Therefore there is a need
for a cyrillic serbian locale. Here is one, based on the Serbian Linux
localization package http://lml.bas.bg/~anton/sr/ by Anton Zinoviev.

On the topic of the preferred codeset (among ISO-8859-5, ISO-IR-111, CP1251),
both Milos Rancic and Dmitry Yu. Bolkhovityanov say that ISO-8859-5 is the
preferred one.

	* locales/sr_YU@cyrillic: New file. Based on a locale file by
	Anton Zinoviev <anton@lml.bas.bg>.
	* SUPPORTED: Add sr_YU@cyrillic.
