Because I really don't want to see any warnings when processing the
files during the normal installation.  This would suggest that
something is wrong or should be done differently and this is not the
case here.

I think Paul or somebody described what other systems do.  I don't
want yet another invention.  Most people agree that for Korea people
should switch to UTF-8.  So we just have to provide a fix for the
intermediate time and this should be consistent with what other
systems do.  Otherwise we are creating more confusion and this is the
last we need.
