Support .preinit_array/.init_array/.fini_array in glibc

Subject: Support .preinit_array/.init_array/.fini_array in glibc

Here is a patch for .preinit_array/.init_array/.fini_array. I don't
know if it is the best approach. The main issue is the new libc.so
has to be binary compatible with the existing binaries.
