There are a lot of different hacks people have used to bootstrap in 
various ways, some of them discussed on this list in the past few months.  
I don't think it's particularly expected that any particular hack will 
necessarily keep working as we make changes to avoid the need for such 
hacks.  The EH functionality in an initial static-only libgcc built 
without glibc headers may not be complete because of the absence of those 
headers; on that basis it's not really desirable for it potentially to be 
linked into glibc unless you will later rebuild glibc using the full 
compiler.

If you apply my patch at 
<http://sourceware.org/ml/libc-alpha/2012-05/msg01920.html>, as on branch 
jsm28/libgcc, then glibc should build without needing the symlink hack and 
without needing libgcc_eh or libgcc_s at all (the hack should be harmless, 
but unnecessary).
