Re: [PATCH v4] Make bindresvport() function to multithread-safe

This is not performance-critical code by any stretch of the imagination.
Using new TLS variables in libc adds overhead for everybody, not just those
(very few) programs that use the function.  Use libc-lock is acceptable.
I haven't seen any other change proposed that I would accept.
