AFAICT nss.texi was added by Ulrich on 1996-08-15, which is shortly after I
handed over responsibility. I have no recollection of knowing this chapter
existed before now. The reference to frobnicate in that sentence does not
make any particular sense to me.
As to the technical issue of a broken link, it was previously the case that
there was a version of the jargon file maintained in Texinfo and so a full
installation of GNU everything would have had a jargon.info so that the
xref worked.
