ChangeLog:

     * sysdeps/s390/dl-procinfo.h (HWCAP_IMPORTANT):
     Add HWCAP_S390_VX and HWCAP_S390_VXE.

I've committed this patch to master and backported it to 2.27, 2.28,2.29 release branches.
