forward portability

       Hi,

in order to identify a regression between different glibc versions,
I tried to compile glibc 2.18 on my machine (x86_64 with gcc 9.2.1).

$ ../configure
...
checking whether autoconf works... no
configure: error: 
*** These critical programs are missing or too old: make
*** Check the INSTALL file for required versions.

$ autoconf --version
autoconf (GNU Autoconf) 2.69

$ make --version
GNU Make 4.2.1

Can anyone succeed in building glibc 2.18 with current compiler tools?
