Remove advertising clauses from Berkeley and NetBSD code

The first patch contains a script to automatically remove the advertising clause
from various BSD licenses. The second patch is the result of running that script over
the newlib repository.

This leaves one file with an advertising clause, libgloss/pa/setjmp.S, which has
the following wording:

 * Copyright (c) 1990,1994 The University of Utah and
 * the Computer Systems Laboratory (CSL).  All rights reserved.
 *
 * Permission to use, copy, modify and distribute this software is hereby
 * granted provided that (1) source code retains these copyright, permission,
 * and disclaimer notices, and (2) redistributions including binaries
 * reproduce the notices in supporting documentation, and (3) all advertising
 * materials mentioning features or use of this software display the following
 * acknowledgement: ``This product includes software developed by the
 * Computer Systems Laboratory at the University of Utah.''
 *
 * THE UNIVERSITY OF UTAH AND CSL ALLOW FREE USE OF THIS SOFTWARE IN ITS "AS

I don't have a strong opinion about this file; I don't have any plans
to build a PA version of newlib anytime soon, so simply removing this
file from any source distribution that I make is sufficient for me.
