I'd already tried that with no joy, but...
it got me thinking about any other related ini's.
Sure enough, when I got rid of gdbtk.ini (in c:/ - which
seems to be the one that is being used) then
i386-elf-gdb GUI started again.
I deduce from this that -nx ignores: gdb.ini _and_ gdbtk.ini
